DVIDS – News – SDDC and USTRANSCOM Team Receive Government Excellence Award


SCOTT AIR FORCE BASE, Ill. – Members of the Rail Operations Team from the Military Surface Deployment and Distribution Command and the Enterprise Data Science Team from the US Transportation Command Joint Distribution Process Analysis Center were recently selected as recipients of the Excellence Award of the Federal Executive Council of Greater Saint-Louis. in Government 2022 Award in the Technical (Team) Category.

FEB selected the team for their work developing a process to improve continental U.S. railway predictive models, railcar utilization monitoring, and cost reduction products. Their efforts have saved countless man-hours and budgetary outlays that have yet to be fully realized with the United States Department of Defense’s limited resource environment.

“Over the past year, the rail use case comprised of members of SDDC’s rail operations team and USTRANSCOM’s enterprise data science team – across immense
collaboration – were able to use data science to create resourceful cost reduction programs, display graphs for common operational images, and increase situational awareness of MoD rail fleet movements,” said James Kazmierczak, head of the movement operations division of the G3 operations directorate.

“Working together, this incredible team has continually sought new ways to improve current products and forge new data processes that enable situational awareness for command and improve processes for end users in the 21st century” , he added.

Harry Statia, the head of rail fleet operations for SDDC, explained in the FEB nomination package that the first step in the process was to “develop a rail operations business intelligence dashboard which started with collaboration between JDPAC, SDDC’s Transportation Engineering Agency, Quality Transportation Services, Transit Visibility for SDDC Rail Operations, and SDDC A BI Dashboard was created to digitally produce visual presentations from the messages By understanding the information the BI dashboard needed, the SDDC Rail Operations team worked with QTS to produce an automated report that could be uploaded to the BI dashboard twice a day to get the most up-to-date and accurate information.

“The result was near real-time data with the ability to filter different fields to collect metrics quickly and efficiently and produce all of these new metrics in a way that is both easy to produce and visually understandable and presentable to senior management. In June 2020, the BI Dashboard was a successful use of descriptive analytics to see what happened and what is happening now,” Statia said.

Curt Zargan, deputy director of JDPAC/TEA, said teamwork and interoperability within the team were key to winning the award.

“It’s great to see the team being recognized for the significant contributions they’ve made in developing this capability. In fact, it’s doubly rewarding to be able to support the SDDC G3 Rail team and know that they really appreciate what the Data Science team has done for them. The teamwork between G3 and the JDPAC/TEA data science team was truly remarkable and frankly, it was fun to watch. While effective management of rail operations is essential on a day-to-day basis, it is especially so during a major emergency deployment. The tools now available to the G3 rail team are an essential catalyst for the effective accomplishment of its mission.

SDDC Rail Operations Team – Jaime Bates, Christopher Hudson, David Warren and Nicholas Watkins.

JDPAC Data Science Team – John Boggio, Michael Brenner, Jodi Browell, Stephen Knoebel and Josh Muckensturm.
